Great place for kids and learning the history of mining

This tower stands toward the end of the "ghost town" and is located close to the church. It basically is just a cylinder that appears to be made out of cement. It sits on top of a wooden base that has criss-crossed wooden posts to give it an ancient feel. The tower itself sits probably about 15 (?) ft above the ground. Nothing too fancy about it.
You would at first think it's a historical replica...but then there is a sign saying stuff about Federal Law and don't tamper... so I wonder if this is an actual working water tower?
