A highly qualified staff for managing the diverse population of visitors, boaters and seasonal guests who boat, SUP, surf, paddle kayaks, fish or enjoying the many different types of waterways Morro Bay has to offer. The Harbor department has a demanding job in a very high risk environment on the Central Coast of California. Their staff are highly trained in boat operations and water rescue, some of the best in the country. Becka Kelly is an outstanding Public Agency representative who cares deeply about the safety of others and is highly skilled in boat operations, proud to know her. If the harbor department tells you not to head out, listen to them, you don't want to kill yourself or become a statistic, choose the day, make sure you are ready to meet it and are well prepared, an you will have an outstanding experience! All Boaters visiting Morro Bay Waters, whether in the harbor or venturing outside need to take a safe boating course, be knowledgeable of the tides and weather and carry all and possibly more emergency gear than they would elsewhere due to the risks of the ocean here and its seasonal changes. The staff is well rounded and they have an incredible local knowledge they put to use during rescue call outs and have an strong mutual aid response with the fire department and USCG. SUP and kayak folks should pay close attention to wind and red flag warnings and all should wear (not carry) a USCG approved lifejacket, including their pets.

Some of the older members of this Harbor Patrol are excellent ambassadors for the city and very helpful to those of us working in the maritime community and to those just visiting the area.
Beware of the few who are a bit overly officious, especially the downright evil and malicious Becka. She is a terrible roll model for the newer staff and seems to really not like her job as a public servant. Video tape all dealings with this troll, and make her document her demands.
Thankfully though there are still a few good eggs. It is about time for MBHD to get out of the business of code enforcement and tax collection and return to its original mission of maintaining the docks, piers, and working on the water and electricity systems for docks and piers rather than contract the work out, incurring the city far higher costs.
Also, keep in mind when or if you have to deal with those HP staff members who attempt to act as though they are an official branch of law enforcement...MBHP have NO law enforcement capabilities, and cannot board your Coast Guard documented vessel without your permission, unless it is an environmental hazard or a hazard to navigation, or unless you verbally grant permission or sign off your rights of boarding to them.
Again, thankfully there are a couple of the old guard who make the department viable and helpful. Once they are gone it is time to shut er down.

Always liked Morrow Bay, been a visitor for 30 years. That is until you meet up with the New Harbor Patrol. The Supervisor, Becka, told me I was pissing her off and If I don't like it I should go back to Ventura. Wow, what a beacon of public relations. Like the previous post, I understand why local people despise HP now.

This is what happens when you give the wrong people a little bit of power.

Had a run in with "harbor patrol" i would assume Becca, Just worry about the harbor. Not the fishermen they are people too. A very rude and offensive lady who projects her hurt on you... I will pray for her soul.
